Jay is a Chartered Member of the Institute of Personnel and Development and has over 30 years experience working within Human Resources. Jay has undertaken a number of roles within the private and public sectors working in organisations such as Hawker Siddely, Whitbread plc., London Underground and Leicester City Council.
In 1990, Jay became the Policy Development Manager for London Underground working on contractual issues and progressive employment policies, managing a team of six HR professional policy staff and advising management up to Executive Board level on policy issues.
In 1993 Jay took up a new challenge as the Drugs & Alcohol Project Manager introducing the new requirements for Drug and Alcohol compliance with the Transport & Works Act. This included development of policies, procedures and Managers Guidelines; development of drugs and alcohol testing for the whole of London Underground’s staff and over 5000 contractors and their staff; negotiating testing contracts for the drugs and alcohol programme, training and communication with staff, contractors, the trade unions and the media.
Having completed the task she was appointed as the Employee Relations Manager to manage the Employee Relations Team for the Metropolitan Line a post which eventually also covered the Circle & Hammersmith Lines, with the additional responsibility as Secretary to the Level 3 (top tier) Negotiation Committee for the whole of London Underground.
In 1998 Jay was appointed to the role of Principle Personnel Officer for Social Services at Leicester City Council. Over the years the Department and the role were restructured and Jay’s last role with the council was at LCC Senior Management level as Head of HR for Adults & Children’s Services.
As Head of HR Jay’s role was to lead a team of 30 staff delivering first rate services for the council including delivery of strategic plans, supporting the CEO to re-structure the whole of the city council.
She developed strategic HR plans and reports which were delivered to Directorates, Scrutiny and Cabinet Committees. Her role encompassed supporting her team of HR professionals, employee relations and managerial support.
Jay advised management and sat on disciplinary hearings, grievances and appeals for Social Services and other council departments. She oversaw the recruitment and selection of staff, redundancies, TUPE, equality and diversity, safeguarding undertook trade union consultation. She also undertook the defence of the authority at Employment Tribunal Hearings
Following reorganisation Jay was given an opportunity for redundancy and set up her own business (Jay Webb Consultancy Services Limited) in 2008.
The company rapidly expanded and now delivers HR and IT Consultancy advising and supporting organisations of all sizes in dealing with their HR issues on a nationwide and international basis and IT consultancy (http://www.midlands-it.support/) Our IT support services provide comprehensive support to our clients throughout the Midlands region.
Jay undertakes voluntary work in the community as the Chair of the Board of Trustees of a local housing charity (The Bridge East Midlands). She is a member of her local Patient’s Participation Group and volunteers for work in Leicestershire schools and colleges through the LEBC.
Jay is also a member of the Leicestershire Branch of the CIPD.
An avid networker, she is also a member of the Leicester Premier BNI.
